8 Ormawa di PPNP Alami Penggembokan Paksa
Makassar, Cakrawalaide.com – Sejumlah 8 (Delapan) organisasi mahasiswa (Ormawa) di Politeknik Pertanian Negeri Pangkep (PPNP) mendapat tindakan penertiban paksa oleh pihak kampus (07/05/2019).
Tindakan penertiban oleh pihak kampus ditemani Satuan Pengamanan (Satpam) berupa penggembokan Sekretariat Ormawa. Hal ini merupakan imbas dari penolakan terhadap Surat Edaran (SE) Direktur PPNP dengan nomor : 007/PL22/KM/2019 tertanggal 14 Januari, tentang Pemilihan Ketua Unit Kegiatan Mahasiswa (UKM) dan Himpunan Mahasiswa Jurusan (HMJ).
Berdasarkan informasi yang didapatkan awak Cakrawalaide.com, pertimbangan Ormawa untuk menolak SE dari Direktur PPNP, yakni karena dinilai cacat prosedural. Sebab, delapan Ormawa tersebut menganggap tidak pernah dilibatkan untuk mencapai kesepakatan bersama. Ditambah lagi, SE tersebut merupakan upaya mengintervensi hingga ruang dapur Ormawa dan bertentangan dengan Keputusan Menteri Nomor 155/U/1998 pada pasal 2, 4, dan 6.
“Syarat yang diberikan oleh birokrasi itu lewat surat edaran sama sekali tidak bisa dijalankan. Misalnya syarat mengenai pengurus organisasi harus semester 3 sampai semester 5, ini tidak bisa dijalankan oleh HMJ yang terkena sistem kurikulum 321; 3 semester di kampus, 2 semester PKPM (serupa dengan KKN) dan 1 semester di kampus untuk penyusunan tugas akhir. Jadi otomatis jurusan yang mendapat sistem 321 ini tidak bisa menjalankan syarat tersebut karena anggota jurusanya yang tinggal cuma semester 2,” ujar Ketua Umum UKM Perska saat dimintai keterangan.
Lanjut, dirinya juga menambahkan “Kami selalu meminta untuk mengadakan audiensi mengenai aturan ini tapi selalu saja ditolak, padahal surat edaran tersebut juga bertentangan dengan Keputusan Menteri Pendidikan dan Kebudayaan tentang Pedoman Umum Organisasi Kemahasiswaan di Perguruan Tinggi,” tambahnya.
Buntut dari penolakan mahasiswa tersebut dikeluarkanlah SE nomor : 1185/PL22/KM2019 pada tanggal 10 April 2019 oleh pihak kampus yang berisikan tentang penegasan 8 Ormawa yang tidak menjalankan mekanisme pemilihan ketua umum UKM dan HMJ, dinyatakan ilegal dan dilarang beraktivitas serta diintruksikan untuk melakukan pengosongan sekretariat dengan batas waktu hingga 24 April.
Namun sebelum SE yang kedua diberikan ke 8 Ormawa, diketahui sudah ada 2 Sekretariat HMJ yang digembok paksa oleh pihak kampus melalui ketua jurusan (02/04/2019). Yakni sekretariat Himpunan Mahasiswa Budidaya Tanaman Perkebunan (HMBTP) dan Himpunan Mahasiswa Teknologi Kelautan dan Perikanan (HIMATKP).
Kemudian, pada (23/04) setelah ditemui oleh beberapa Satpam PPNP untuk memperingatkan, akan adanya penggembokan sekretariat Ormawa sesuai SE yang kedua. Namun pada (24/04), 8 Ormawa tersebut memutuskan untuk menemui PLT Asisiten Direktur (Asdir) 3 untuk mengadakan forum mediasi. Dalam mediasi tersebut, mahasiswa meminta penundaan penggembokan sekret sampai bertemu dengan Direktur. Hasil dari mediasi tersebut, tidak begitu memuaskan, sebab hasilnya hanya penundaan penggembokan selama satu minggu.
Hingga (07/05/2019), pada pukul 17.00 Wita, 4 orang dari pihak kampus (Bidang 3/Kemahasiswaan) beserta 6 orang Satpam kampus PPNP melakukan penggembokan Sekretariat Ormawa.
Diketahui pada saat penggembokan berlangsung, kampus sedang libur sehingga beberapa sekretariat mahasiswa sepi penghuni. Hanyalah Takbir selaku Ketua UKM Seni dan Budaya (SB) yang menyaksikan penggembokan sekretariat secara paksa itu dan tanpa pemberitahuan sebelumnya, yang dimulai dari sekretariat USB sendiri. Takbir sempat memintai legalitas atas penggembokan sekretariatnya.
“Kami meminta SK pembekuan atau penonaktifan lembaga, tapi pihak dari bidang 3 tidak memberikan dan katanya tidak perlu ada SK pembekuan,” terang Takbir.
Setelah melakukan penggembokan di Sekretariat UKM Seni dan Budaya, pihak bidang 3 bersama Satpam kampus PPNP melanjutkan aksi penggembokan paksanya itu ke sekretariat UKM Penerbitan dan Siaran Kampus (Perska), UKM Persatuan Olahraga (POR), UKM KARATE-Do, lalu sekretariat Majelis Permusyawaran Mahasiswa (MPM) dan Badan Eksekutif Mahasiswa (BEM), hingga beberapa Sekretariat HMJ, diantaranya; Himpunan Mahasiswa Agribisnis Perikanan (HIMAGRI), Himpunan Mahasiswa Budidaya Tanaman Perkebunan (HMBTP), Himpunan Mahasiswa Teknologi Kelautan dan Perikanan (HIMATKP), Himpunan Mahasiswa Budidaya Perikanan (HIMADIKA).
