Aliansi Mahasiswa UMI Gugat Rektor Gratiskan BPP

Makassar, CakrawalaIde.- Aksi protes kembali dilakukan oleh sejumlah mahasiswa menuntut Rektor Universitas Muslim Indonesia (UMI) membebaskan Biaya Pelaksanaan Pendidikan (BPP) mahasiswa. Massa aksi yang berasal dari Aliansi Mahasiswa UMI ini sudah melakukan aksi berulang kali di depan Kampus UMI, JL.Urip Sumihardjo. Senin, 08/06/2020
Di titik aksi, massa aksi memasang spanduk besar berisi gugatan kepada rektor UMI untuk mengratiskan BPP mahasiwa. Spanduk tersebut terpasang hampir menutupi sepanjang pagar kampus II UMI. Selain spanduk, massa aksi juga memegang poster yang berisi tuntutan mengenai pembayaran BPP per semester sejak pukul 16.00 WITA hingga petang.
Rafi, selaku humas Aliansi Mahasiswa UMI menjelaskan bahwa alasan mengapa kampus harus membebaskan biaya pendidikan mahasiswa karena saat ini kita semua sedang dalam krisis ekonomi yang diakibatkan oleh pandemi Covid-19.
“Ditengah pandemi COVID-19 yang melanda dunia saat ini sangat berdampak pada ekonomi masyarakat, setidaknya dilapangan banyak ditemukan dari mereka yang diPHK, dirumahkan, usahanya mengalami kerugian, tidak bisa bekerja seperti non formal dan lain-lain. Tidak terkecuali penanggung biaya pendidikan mahasiwa UMI itu sendiri,” ungkap mahasiswa Fakultas Ekonomi ini.
Tidak hanya itu, menurut kajian dari aliansi mendapat fakta bahwa terdapat data menurunnya pendapatan perkapita (pendapatan rumah tangga) dan meningkatnya pengeluaran belanja rumah tangga di Indonesia selama pandemi. Hal ini menunjukkan dampak dari covid 19 sangat mengganggu perekonomian mahasiswa, apalagi jika mereka harus membayar biaya pelaksanaan pendidikan.
Universitas muslim indonesia merupakan kampus yang biaya pengoperasiannya tidak hanya berasal dari kantong mahasiswa. Sebagai yayasan, UMI juga menerima dana hibah sumbangan langsung dan usaha-usaha milik yayasan wakaf UMI. Secara prinsip UMI adalah bagian dari Yayasan Wakaf UMI yang terdiri dari berbagai sektor usaha yang menopang jalannya pendidikan.
Maka dari itu menurut Rafi, mewakili aliansi menyatakan bahwa harus kembali ke prinsip UMI adalah kampus wakaf diperuntukkan untuk bersama atau dana UMI tidak mengalir ke kantong pribadi.
“Dalam kondisi pandemi mengakibatkan kampus tidak melakukan perkuliahan daring dan mengalihkan secara online sehingga fasilitas kampus sebagian besar tidak beroperasi. Secara otomatis dalam hal ini pembiayaan yang biasa dikeluarkan sepenuhnya untuk pengoperasian di dalam kampus sekarang tidak dikeluarkan,” tambahnya.
Selain itu, menurut pernyataan sikap Aliansi Mahasiswa UMI, pembebasan biaya pendidikan bukan sesuatu yang tanpa memiliki dasar yang kuat. Merujuk pada pasal 76 ayat (2) Undang-undang Nomor 12 Tahun 2012 tentang Perguruan Tinggi Berbunyi “Perguruan Tinggi dapat memberi bantuan atau pembebasan biaya pendidikan kepada mahasiswa, dalam rangka pemenuhan hak mahasiswa”. Atas dasar tersebut maka kampus dapat memberikan subsidi atas biaya pendidikan, baik bantuan atau pembebasan biaya pendidikan berkaca pada kondisi ekonomi akibat pandemi covid-19,UMI bisa menggunakan UU tersebut untuk membebaskan biaya pendidikan mahasiswa.
Seolah tidak peka terhadap kondisi ekonomi mahasiswanya pada tanggal 28/05 /2020 kemarin, UMI mengeluarkan surat edaran yang salah satunya berisi himbauan kepada mahasiswa untuk segera melakukan pembayaran BPP. Atas asalan itu, Yudi yang merupakan salah satu mahasiswa UMI memutuskan untuk terlibat dalam aksi protes Aliansi.
“Entah apa yang merasuki Rektor mengeluarkan himbauan tersebut, seakan akan rektor tidak peduli dengan situasi krisis ekonomi mahasiswa ditengah pandemi yang berlangsung ini. Maka dari itu saya perwakilan dari Fakultas Perikan dan Ilmu Kelautan ikut berkontribusi dalam #Gratiskan BPP,” Tegasnya.
Tak ada kejelasan subsidi dari kampus, Filza pun menanggapi aksi tuntutan yang dilakukan oleh Aliansi Mahasiswa UMI. Ia beranggapan jika dirinya juga merespon baik dan merasa terwakili oleh tuntutan yang dibawa oleh Aliansi. Pasalnya beberapa bulan lalu dia merasa tertipu terkait kebijakan subsidi yang dilihatnya dari instagram resmi Humas UMI yakni @Umi.ac.id, di akun itu menyebutkan jika akan adanya subsidi, baik berupa pemotongan BPP ataupun Kuota internet tapi faktanya ia tidak mendapati hal demikian.
“Bahkan subsidi yang dijanjikan oleh pihak kampus menurutku tidak jelas hingga saat ini dan berujung wajibnya pembayaran BPP, dimana hak yang harus didapatkan oleh mahasiswanya,” jelasnya.
Sependapat dengan Filza, Zybila pun merasakan hal yang sama. Selama ini justru biaya yang ia keluarkan menjadi bertambah. Seperti saat mengikuti kuliah daring, menurutnya penguluarannya bertambah 3x lipat dibanding uang jajan yang didapatkannya serta tidak adanya kejelasan pemotongan yang dijanjikan.
“Pada dasarnya kita tidak menggunakan fasilitas kampus, ditambah lagi saya mengikuti kuliah daring ini dengan biaya sendiri, tanpa ada subsidi dari pihak kampus. Semestinya dilonggarkan pembiayaan semester genap ini. ” Kutip Bill, sapaan akrabnya.
