Sebuah hasil riset yang cukup komprehensif dalam membongar praktik spesialis kekerasan jalanan ‘preman’ yang dapat mereproduksi kekuasaan diwilayah – wilayah yang dikuasainya.
Berangkat dari melihat aktivitas premanisme khususnya di pulau Jawa, hingga dapat melihat pola aktivitas premanisme di awal era Revormasi 1998 – sekarang, setelah menghirup nafas legah, dari bayang – bayang Tim Mawar di orde baru (orba).
Pada awalnya buku tersebut, berjudul The Politics of Protection Rackets in Post-New Order Indonesia: Coercive Capital, Authority and Street Politics” yang ditulis oleh seorang peneliti Asia Research Centre asal Australia, Ian Douglas Wilson.
Dicetak pertama kali di inggris pada 2015 kemudian di terjemahkan dengan jeli oleh Mirza Jaka Suryana dan hadir pertama kali di indonesia pada 2018 yang dicetak oleh penerbit Marjin Kiri.
Karya ini hadir dengan tujuh bab dan satu sub pembahasan terakhir yang membahas kesimpulan pada buku, terdiri dari kurang lebih 315 halaman.
Pada awal buku ini, setelah kawan – kawan membaca pengantar, kita dipertemukan pada pembahasan yang mengulik struktur buku, yang memberikan gambaran umum perihal setiap bab yang ada dalam Politik Jatah Preman serta metodeologi yang digunakan penulis dalam menyusun karyanya.
Butuh delapan tahun untuk seorang Ian Douglas hingga ia bisa menyelesaikan karyanya tersebut, namun peneliti asal Australia tersebut tak sendiri dalam menyusun bukunya, ia dibantu langsung dengan Abraham Lunggana, Herkules, Habib Riziq, hingga seorang Kyai Fadloli El – Munir yang merupakan mantan ketua Forum Betawi Rempung (FBR) dalam merangkumkan penelitiannya.
Memahami Premanisme
Politik Jatah Preman merupakan buku yang cukup gamblang, dalam mengantarkan pembaca untuk memahami kerangka aktivitas premanisme khususnya di Indonesia, dan melihat bagaimana kelompok spesialis kekerasan jalanan tersebut, seolah menjadi makelar, dalam relasi pemerintah dan rakyatnya, hingga bagaimana ‘preman’ mereproduksi kekuasaan di tingkat lokal.
Dalam pranata sosial, istilah preman sangat familiar di telinga kita. Pada umumnya pemaknaan preman, condong dilekatkan pada orang-orang yang kerap kali membuat keonaran, intimidasi, pemalakan ataupun tindakan-tindakan kriminal yang di anggap merugikan.
Namun ketika kita mencoba menelisik kata Preman, pada dasarnya merupakan istilah turunan dari bahasa Belanda vrijman, yang berarti orang – orang merdeka atau bisa dipahami dengan mereka tak terikat dalam kontrak kinerja apapun.
Seiring dengan waktu yang terus berjalan, makna vrijman yang secara harfiah itu mulai luntur, dan kata preman pun telah disematkan kepada orang – orang yang kerap melakukan tindakan kriminal.
Pada perkembangannya seragamisasi telah terjadi pada berbagai kelompok preman. Mulai dari penampilanya laksana militer, hingga berkemeja bak Pegawai Negeri Sipil (PNS). Bahkan secara sporadis pada sebagian kelompok – kelompok tertentu, telah membuka banyak cabang di kota – kota besar di indonesia. Semangat nasionalisme dan persamaan keyakinan (agama), telah menjadi daya tawar bagi beberapa ormas untuk terus eksis dalam menancapkan pengaruhnya.
Bagaimana Preman Tumbuh
Ketidak mampuan pemerintah untuk mengakomodir kepentingan rakyat yang terpinggirkan atas nama pembangunan kota, telah menjadi lahan subur untuk tumbuhnya bibit – bibit kelompok preman khususnya di metropolitan yang padat.
Hal itu dapat dilihat dari bagaimana Forum Betawi Rempung bisa lahir, bak malaikat FBR hadir ditengah – tengah kemiskinan sebagian entitas suku betawi yang mulai terpinggirkan sebab banyak orang mulai berdatangan di Ibu kota dan kelompok tersebut mulai merangkul kaum yang tertindas.
Sehingga secara sporadis aparat kekerasan non negara tersebut, membentuk frontnya masing – masing, sesuai dengan kesamaannya, entah itu suku, agama, hingga persamaan asal kampung halaman adalah beberapa alasan dasar kenapa preman itu bisa hadir dan terorganisir.
Pendisiplinan Preman
Tidak hanya mengulik ihwal bagaimana kelompok preman bisa tumbuh dan dilembagakan, politik jatah preman juga membahas bagaimana praktik negara kala itu yang mencoba dan telah berhasil mengusai kelompok preman yang mapan secara kuantitas.
Berdikarinya sebuah paguyuban yang berpengaruhnya dalam sebuah kelompok masyarakat, akan senantiasa menjadi objek dari kekuasaan untuk menancapkan pengaruhnya.
Fenomena tersebut bisa dilihat dari bagaimana rezim Soeharto telah melembagakan kelompok pencak silat di tanah Jawa, yang sekarang kita kenal dengan Ikatan Pencak Silat Indonesia (IPSI), dengan tujuan untuk menghegemoni para jawara kearah program – program yang dicanangkan oleh Orde Baru.
Organisasi tersebut (IPSI), dinilai sebagai keberhasilan dari rezim Soeharto untuk memiliterisasi serta mendisiplinkan organisasi sosial-budaya yang ada di Indonesia, sebab sejak kongres IPSI 1973, paguyuban pencak silat tersebut selalu diketuai oleh orang – orang terdekat dari keluarga Cendana.
Kedekatan jawara pencak silat dengan militer juga terbukti dengan adanya Satuan Pendekar (SatKar), sebuah perkumpulan jago silat yang berasal dari tanah Banten yang diprakarsai oleh Chasan Sochib yang merupakan seorang mantan laskar geriliya yang pernah membantu divisi Siliwangi dalam bagian logistik.
Petrus
Otoritarianisme Orde Baru baru bukan hanya memanfaatkan preman sebagai perpanjangan tangannya di ranah lokal, namun juga telah menjadi momok yang menakutkan bagi sebagian spesialis kekerasan tersebut, sebab bukan tanpa asalan, penertiban pada setiap tindakan atau aktivitas yang dinilai menggangu status quo, saat Soeharto berkuasa kerap dibarengi dengan penghilangan nyawa.
Tak hanya melakukan represi pada setiap gerakan politik yang mencoba menganggu piring si tangan besi, petrus atau penembak misterius juga menjadi salah satu dari deretan praktik bengis orde baru.
Istilah Penembak Misterius adalah julukan yang di buat oleh Pers kala itu, untuk memberikan informasi terkait pembunuhan yang menurutku tidak misterius tersebut, sebab terorganisirnya praktik penghilangan nyawa serta banyak korban yang tewas dengan peluruh tajam, seharusnya membuat kita sadar ihwal dalang dalam praktik ahumanis tersebut.
Metode rezim Soeharto dalam menyelesaikan setiap bentuk atau aktivitas yang menggangu ketertiban masyarakat, seperti apa yang dilakukan oleh kelompok preman kala itu, membuat kekuasaan bertindak pragmatis dengan langsung menghilangkan nyawa seperti mantan narapidana atau anggota geng, dengan meminta daftar nama residivis di kantor Polisi. Bahkan pengangguran yang sedang nongrong di malam hari bisa menjadi target operasi, khususnya seseorang yang bertato akan menjadi bidikan utama, sebab hal itu merupakan ciri orang yang bergelut di dunia kejahatan.
Tergeletaknya jazad – jazad yang diduga preman dipinggir jalan, sekitar tahun 1983 adalah fenomena yang lumrah dijumpai warga di pagi hari. Sebab sampai tahun 1985 setidaknya sekitar 5.000 sampai 10.000 terduga preman tewas.
Ideologisasi ala orde baru
Tidak hanya sampai disitu, Seragamisasi ala orde baru dengan doktrin pancasilanya yang dangkal, juga menyeliputi isi pikiran sekelompok preman dari masa presiden kedua hingga ketujuh. Toh, pancasila punya sejarah dan falsafahnya sendiri sebelum kita melihatnya didinding – dinding sekolah.
Kini falsafah bangsa yang penuh dengan nilai – nilai egaliter tersebut, digunakan sebagai alat untuk memotong lidah beberapa kelompok yang ingin menyuarakan pendapatnya. Atas nama negara yang harga mati, kekerasan telah dilanggengkan untuk sebuah kemerdekaan yang palsu.
Kefanatikan yang absolut dalam melihat makna nilai bangsa tersebut membuat sebagian dari mereka merasa menjadi si paling pancasilais.
Kesimpulan
Bagaimana kelompok preman bisa mereproduksi kekuasaan juga dapat diamati dari praktik ‘beking’ yang terus dirawat, dimana kelompok preman menjalin hubungan dengan elit kekuasaan sehingga ia dilindungi oleh militer. hal itu tidak lepas juga dari kemampuan preman dalam mengontrol suatu wilayah yang perputaran ekonomi cukup kuat, seperti halnya pasar dan terminal sehinggal hal itu membuat mereka dibutuhkan oleh pemerintah.
Pada dasarnya persengkongkolan antara preman dan elit politik telah menjadi rahasia umum dikalangan masyarakat. Misalnya saja kisah preman Tanah Abang Herkules, yang merupakan bekas tenaga bantuan operasi (TBO) yang membantu aktivitas militerisme Prabowo di Timur – Timur yang sekarang kita kenal dengan Timor Leste.
Pengalaman preman tanah Abang tersebut saat membatu ABRI telah membawahnya sampai ke tanah Jawa, hingga sekarang kita kerap melihatnya sebagai salah satu pentolan preman yang populer di televisi karena praktik – praktiknya.
Preman telah menjadi salat satu aparatus represif kekuasaan, sehingga elit politik seolah tak mengotori tangganya dalam kerja – kerja gelapnya.
