Biaya Kuliah Tetap Mahal, Mahasiswa Cuti Semester

Amdy (bukan nama sebenarnya) Mahasiswa Fakultas Hukum Universitas Muslim Indonesia (FH UMI) angkatan 2015. Mahasiswa ini telah selesai melakukan ujian proposal. Namun, ia terhambat untuk mengikuti ujian selanjutnya karena tidak memiliki biaya.
Amdy menilai, pembayaran disituasi perkuliahan tidak efektif itu tidak rasional, “Mahasiswa menganggap, tidak sebandingnya kewajiban yang diberikan dan hak yang didapatkan. Apalagi terkait minimnya penggunaan anggaran,” ungkapnya (4/1/2021).
Hal yang sama diungkapkan Ihwal (bukan nama sebenarnya) Mahasiswa angkatan 2015 Fakultas Agama Islam. Awalnya ia menjalani perkuliahan dan pembayaran dengan lancar. Namun, semester lalu ia memilih untuk cuti kuliah, karena krisis ekonomi yang menimpa keluarganya.
Ia menitikberatkan dampak pandemi bagi perekonomian keluarganya. Menurutnya, “Sampai sekarang, dikeluarga saya, dampak pandemi masih terasa,” katanya.
Tahun ini, kemungkinan besar Ihwal masih tetap cuti. “Walaupun tanggapan orang-orang, BPP (Biaya Penyelenggaraan Pendidikan) FAI (Fakultas Agama Islam) paling murah, saya pribadi menyanggupi ji untuk bayar BPP, tapi saya pikir lebih baik menggunakannya untuk keperluan yang lebih penting khususnya biaya hidup dan pengobatan orang tua yang lebih urgent,” jelas Ihwal.
Dalam situasi inilah, mahasiswa terpaksa mengambil cuti semester, pilihan yang harus mereka hadapi adalah membantu meringankan beban perekonomian keluarganya. Kini Amdy dan Ihwal telah beralih dari mahasiswa aktif menjadi pekerja serabutan.
Selain pembayaran tiap semester, ada juga pembayaran lainnya, seperti untuk melakukan ujian proposal/skripsi/tutup/biaya Kuliah Kerja Nyata (KNN) dan pembayaran untuk mengikuti wisuda. Secara keseluruhan biaya ini tidaklah murah. Pembayaran uang wisuda nominalnya 1,4 juta, untuk pendaftaran KKN 1,3 juta. Dan rata-rata untuk pendaftran ujian 500 Ribu/ujian.
Semenjak pandemi segala bentuk kegiatan Universitas dialihkan secara daring, tapi pembayaran masih tetap sama.
Keinginan mahasiswa diberikan penggratisan BPP tidak bisa dihindari. Apalagi disituasi perkuliahan yang tidak efektif dan perekonomian sedang krisis, terlihat potret mewarnai pendiskusian dan arus media, bagaimana pandemi memporak-porandakan perekonomian. Suara keinginan itu bertambah kuat saat jadwal pembayaran uang semester kuliah semakin dekat.
Mendekati akhir pembayaran uang semester, seiring dengan dikeluarkannya Surat Keputusan (SK) Rektor UMI (28/12/2020), perkuliahan “daring” masih tetap dilaksanakan.
Situasi ini mengundang perhatian, hingga menjadi pembicaraan hangat mahasiswa di akun-akun media sosial dan diberbagai tempat pendiskusian
Dengan adanya perasaan kecewa mahasiswa terhadap kebijakan tersebut. Justru kampus masih melakukan pembayaran dengan nominal tinggi di situasi perkuliahan yang belum normal.
Mahasiswa pun mengeluhkan terkait tidak adanya subsidi pembayaran diperkuliahan daring di semerter genap 2020/2021. Namun, WR III UMI justru memberikan jawaban yang mengecewakan.
“Tidak ada pemotongan BPP. Bukan pemotongan sebenarnya, melainkan bantuan dan itu bukan per semester melainkan per tahun ajaran,” katanya (10/1/2021).
Pada semester ganjil tahun lalu, kebijakan bantuan Rp.300.000 dinilai masih belum mengakomodasi kepentingan mahasiswa.
Aliansi Mahasiswa UMI menilai subsidi ini sangat irasional dikarenakan berbagai peta persoalan.
Pertama, Orang Tua/Penanggung biaya kuliah mahasiswa mengalami kesulitan membayar BPP, dikarenakan kondisi perekonomian selama pandemi mengalami penurunan, serta banyaknya penanggung biaya kuliah mahasiswa di- PHK, di rumahkan/bangkrut.
Kedua, kurangnya fasilitas yang digunakan dan tidak adanya fasilitas yang diberikan oleh kampus untuk memenuhi kebutuhan mahasiswa selama perkuliahan daring.
Ketiga, munculnya biaya tambahan meliputi pengadaan kouta untuk kebutuhan internet dengan biaya yang cukup besar.
Keempat, adanya keluhan mahasiswa terkait tidak efektifnya perkuliahan daring.
Kelima, selain dari biaya mahasiswa, ada 7 unit usaha mandiri UMI untuk membiayai penyelenggaraan pendidikan, seharusnya usaha ini digunakan untuk biaya penyelenggaraan kuliah.
Putra (bukan nama sebenarnya) Humas Aliansi Mahasiswa UMI mengatakan,“Permasalahan ini didapatkan melalui riset, yang dikumpulkan oleh tiap-tiap lembaga BEM Fakultas dan jejaring Aliansi Mahasiswa UMI, dan diterbitkan menjadi naskah TELAH KRITIS PENYELENGGARAAN PENDIDIKAN SELAMA PANDEMI,” tuturnya (11/1/2021).
Lanjut Putra,“Dari kajian ini, Aliansi menuntut Gatiskan Pendidikan Selama Pandemi,” tegasnya.
Sebagian besar mahasiswa UMI masih merasakan kesulitan membayar uang semester, masalah utamanya, karena menurunnya pendapatan selama pandemi covid 19, Orang Tua/Penanggung biaya mahasiswa yang mendapatkan Pemutusan Hubungan Kerja (PHK), dirumahkan dan mengalami pembatasan kerja.
Kebijakan yang telah berjalan dan mendapat komentar dari publik ini memerlukan evaluasi
“Seharusnya UMI sebagai kampus islami, melihat, mendengar, dan membantu di masa sulit dan krisis seperti pandemi Covid 19 sekarang ini.” tutup Putra.
