“Kekuasaan bukanlah kepemilikan ataupun kemampuan. Kekuasaan bukanlah sesuatu yang tunduk pada atau melayani kepentingan ekonomi. Pola hubungan kekuasaan tidak berasal dari penguasa atau negara; kekuasaan tidak dapat dikonseptualisasikan sebagai milik individua atau kelas.” Teori dari Foucoult tentang kekuasaan ini kira-kira tepat untuk menggambarkan topik diskusi yang dilaksanakan oleh orang-orang yang tidak ingin disebutkan identitasnya. Dengan mengusung tema “Membaca kembali Urbanisme dan Proyeksi Masa Depan dalam Merebut Hak atas Desa hingga Kota”, bertempat di Gazebo Taman Sosial Politik (SOSPOL) Universitas Hasanuddin (UNHAS). Rabu, 24/03/21.
Diskusi dipantik oleh Nita dari Federasi Mahiswa UNHAS, Saluang Peneliti dari Satu Kata Institute dan Cappa dari LBH Makassar.
Saluang menempatkan 3 kategori yang berkontestasi dalam ruang yakni Kuasa, Bahasa, dan Ruang. Menurutnya hal ini terjadi dalam kehidupan sehari-hari. Ia mencontohkan bagaimana ruang dikontrol lewat kuasa seperti teori Michael Foucoult yaitu Panoptic. “Pantoptic diamati pertama kali di Perancis abad 17 dimana di salah satu penjara itu berbentuk seperti stadion. Kamarnya terletak di pinggir mengelilingi sebuah menara pengawas dengan penjaga yang bisa mengawasi semua kamar, dari satu titik itu dia dapat mengontrol seluruh perilaku yang ada dalam penjara itu”.
Saluang mengambil contoh ruang pantoptic dalam pendidikan formal, ketika guru telah datang di sekolah murid langsung tertib, duduk berjejer sesuai mejanya, menghadap ke guru dan siap mendengarkan gurunya. “Di sistem pendidikan (formal) inilah penundukan atas tubuh siswa dimulai,” ungkapnya.
Contoh lain terkait proses kuasa atas ruang yang menyingkirkan masyarakat adalah dengan membatasi akses mereka terhadap sesuatu. “Di kampus IPB, masyarakat daerah tersebut harus membayar jika ingin melewati area kampus padahal kampus dibangun diatas tanah masyarakat walaupun sudah dijual tetapi dalam skala ruang kita tidak berbicara panjang atau lebarnya tanah tetapi siapa yang dapat keuntungan,” lanjutnya.
Ia menjelaskan proses penyingkiran masyarakat lainnya lewat bahasa atau makna sering kali menggunakan kerangka modern yang berasal dari luar kelompoknya. Pemaknaan tersebut ia contohkan dengan melihat proses pembangunan dengan kerangka modernisme perlahan menyingkirkan orang asli Malino. “Pasti orang-orang sekitar akan senang tetapi siapa yang akan dapat keuntungan, apakah skala ruang orang Malino yang makin kuat ataukah masuknya mekanisme baru dari luar daerah dengan masuknya villa membawa makna baru atau menjadi simbolisasi dan bahasa yang di serap orang desa tentang villa ini, sehingga merubah frame hidup masyarakat Malino,” ujar Saluang dalam paparannya.
Menambahkan pendapat Saluang, Cappa juga mengungkapkan kasus Suku Lauje di Sulawesi Tengah masyarakat setempat tahun awal 90-an sangat mudah mendapatkan tanah hanya dengan membuka lahan yang mereka inginkan. Namun antara tahun 1990 sampai 2009 masyarakat telah banyak kehilangan tanahnya. Hal tersebut diakibatkan karena di awal tahun 1990-an komoditas Kakao mulai masuk dan menggantikan tanaman-tanaman orang Lauje yang beragam. “Mereka sempat menikmati hasil kakao sampai dengan jatuhnya harga komuditas Kakao di Pasar Internasional pada akhirnya mereka harus menjual tanah karena tidak mempunyai akses sumber daya dan untuk memenuhi kebutuhan sehari harinya,” tambahnya.
“Selanjutnya selain kuasa pasar terdapat kuasa-kuasa lainnya yang membuat orang kehilangan kuasa atas ruangnya. Salah satunya kuasa peraturan. Contohnya pada kasus sengketa tanah di Soppeng di mana tanah turun temurun yang sudah sejak lama menjadi sumber kehidupan masyarakat adat. Namun tiba-tiba negara datang mempatok tanah mereka dengan dalil tanah itu tanah negara. Dari cerita tersebut kita bisa melihat bagaimana petani di Soppeng kehilangan sumber daya atas tanahnya dan juga dikriminalisasi karena melakuan penabangan pohon yang mereka tanam sendiri. Tentunya tidak hanya berpengaruh pada dirinya tetapi juga orang lain terhadap mengelola tanahnya lagi,” ujar Cappa.
Terdapat pula kuasa eksklusi yang dilakukan dengan kekerasan atau pemaksaan. Contohnya konflik agraria dibanyak tempat dengan menggunakan alat-alat negara. masyarakat dipaksa keluar dari lahan mereka melalui kekerasan.
Kemudian kuasa yang terakhir yaitu kuasa legitimasi, yaitu bagaimana kekuasaan negara mengekslusi orang sehingga hilang akses sumber daya terhadap tanah masyarakat. Entah itu melalui kuasa peraturan perundang-udangan, mekanisme pemaksaan ataupun mekanisme legitimasi.
Nita menutup diskusi dengan mengatakan bahwa pembentukan kota harus disesuaikan dengan kaum pekerja. “Waktu telah direkayasa, hari libur yang diberikan bukan sebagai hari libur akan tetapi hari dimana kita direkayasa,” tutupnya.
“Diskusi seperti ini juga merupakan perlawanan atas kontestasi ruang,” ungkap Saluang mengakhiri diskusi.
