Gelar RDP Sengketa Taman Patung Kuda, Aliamin : Saya Hanya Perlu Dipandang Sebagai Manusia

Makassar, Cakrawalaide.com – Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sulawesi Selatan (Sulsel) menggelar Rapat Dengar Pendapat (RDP) untuk menindaklanjuti kasus pembabatan Taman Patung Kuda Benteng Fort Rotterdam dan upaya penggusuran terhadap Aliamin (52) yang dikenal telah menjadi perawat taman secara mandiri sejak 1995.
RDP yang berlangsung di Gedung Tower lantai 9 DPRD Sulsel, Senin (20/1/2020) pagi itu, dipimpin langsung oleh Nurhidayati selaku Wakil Ketua Komisi B, didampingi perwakilan Gubernur Sulsel, dan Ketua Komisi A DPRD Sulsel. Selain itu, juga dihadiri perwakilan Walikota Makassar, perwakilan Dinas Kebudayaan dan Pariwisata Provinsi Sulsel, Kuasa Hukum Aliamin dari LBH Makassar, dan perwakilan Aliansi Rakyat dan Mahasiswa (Alarm) Tolak Penggusuran.
Pertemuan itu untuk meminta pertanggungjawaban Balai Pelestarian Cagar Budaya (BPCB) Sulsel selaku pihak yang bertanggung jawab atas pembabatan tersebut.
Selle KS Dalle selaku Ketua Komisi A DPRD Sulsel mengaku masih ingat betul mengenai RDP sebelumnya pada 25 Maret 2019 lalu. Forum mediasi itu dipimpinnya langsung saat masih di Komisi B, yang menghasilkan kesimpulan bahwa kasus persengketaan antara Aliamin dan pihak BPCB Sulsel mesti diselesaikan secara kekeluargaan.
Ia juga membeberkan telah memberikan waktu sebulan bagi BPCB Sulsel agar segera mengundang Aliamin dan Pemerintah Kota Makassar untuk membicarakan solusi permasalahan lewat musyawarah.
Namun, menurut Mukhtar Guntur perwakilan Alarm Tolak Penggusuran memaparkan bahwa nyatanya tidak ada satu poin pun dari kesepakatan tersebut dilaksanakan, bahkan pada 2 hingga 9 Januari, secara sewenang-wenang BPCB Sulsel malah mengambil tindakan reaksioner dengan menginstruksikan puluhan orang datang dengan membawa parang lalu melakukan pencabutan bunga, pembabatan pohon, dan mengajak Kuasa Hukum Aliamin dari LBH Makassar untuk baku hantam ketika berupaya menemui kepala BPCB untuk komunikasi.
“Untung saja waktu itu, kami tidak menyikapi secara emosional. Kami hanya mengambil gambar, baik video maupun foto atas perusakan taman patung kuda yang dilakukan. Lalu kami datang ke kantor DPRD untuk menyampaikan aspirasi dan ditindak lanjuti sampai hari ini,” papar Mukhtar.
“Sama sekali tidak ada proses pembicaraan dari pihak balai kepada Aliamin termasuk pemerintah kota dan provinsi,” tambahnya.
Berdasarkan keterangan tersebut, Selle KS Dalle menilai pihak BPCB Sulsel sama sekali tidak memfollow-up hasil RDP.
“Harusnya BPCB datang hari ini memberikan tawaran solusi kepada Pak Aliamin. Kalau pendekatan hukum normatif terus yang mau dipakai, yah maka tidak ada seninya itu pemerintahan. Pak Aliamin bukan orang lain, dia juga warga kita,” ujarnya.
Ia juga mengaku siap untuk bantu memediasi kembali antara kedua bela pihak.
“Kita siap proaktif menjadi mediator!”
Sementara itu, saat diminta untuk mengemukakan pendapat dalam forum RDP tersebut, Aliamin kembali berkisah mengenai sejarah dan bagaimana proses perawatan Taman Patung Kuda yang dijalaninya selama 24 tahun secara sukarela.
Aliamin menuturkan kekecewaannya terhadap tindakan pihak balai.
“Saya sangat kecewa ketika mereka datang merusak taman dan entah tanaman itu dibawah ke mana,” tutur Aliamin dengan suara terdengar parau.
“Ini sudah menghina orang Sulawesi Selatan,” timpalnya.
Saat ditanyakan mengenai apa harapannya terkait masalah sengketa ini, Aliamin hanya meminta agar dipandang sebagai manusia.
“Saya bingung kalau ditanya mau apa, nanti teman-teman pendamping yang jawab, karena nanti saya dibilang tendensius untuk kepentingan pribadi. Saya hanya perlu dipandang sebagai manusia! ” Pungkas Aliamin.
BPCB Sulsel Absen Dalam RDP
Hingga hampir dua jam RDP berlangsung Kepala BPCB Sulsel atau yang mewakili tidak sempat hadir, Wakil Ketua Komisi B DPRD Sulsel, Nurhidayati, amat menyayangkan hal tersebut. Padahal menurutnya pihak BPCB mestinya hadir untuk mendengarkan aspirasi dan mempertanggungjawabkan apa yang telah dilakukan.
“Sampai hari ini belum ada keterangan jelas, yang pasti hanya mengatakan bahwa tidak ada yang diberikan disposisi karena kepala balai tidak ada di tempat. Tidak ada instruksi kepada stafnya atau bawahannya, makanya tidak ada yang berani datang wakili,” ucap pimpinan RDP tersebut.
Melainkan pihak BPCB Sulsel hanya mengirimkan surat tertulis.
“Masyarakat butuhkan itu kehadiran, bukan selembar kertas,” katanya.
Nurhidayati juga membeberkan bahwa pihak Komisi B, kembali akan mengadakan rapat khusus dengan BPCB Sulsel untuk memberikan informasi terkait laporan Aliamin dan Alarm Tolak Penggusuran, kemudian menagih pertanggungjawaban mereka.
“Kita akan lakukan kembali pertemuan besok jam 10, memanggil pihak balai secara khusus. Kalau tidak ada juga kepastian yang bisa diberikan, maka kita akan langsung ke Jakarta untuk selesaikan, bertemu dengan Balai Cagar Budaya di sana,” tegasnya saat diwawancarai usai memimpin RDP.
