Kuliah Online Tak Maksimal, Mahasiswa Tuntut Pemotongan BPP

Sejak dikeluarkannya instruksi Rektor Universitas Muslim Indonesia Nomor: 07/05/F.01/UMI/III/2020 terkait protokol pencegahan penularan Coronavirus Desease-2019 (Covid-19), mulai 27 Maret lalu, perkuliahan tatap muka dan tugas dialihkan menggunakan metode daring atau yang lebih dikenal dengan kuliah online. Dalam penerapannya, proses kuliah online diwarnai beragam tanggapan selama pelaksanaannya.
Efektivitas pembelajaran jarak jauh ini sejak awal dikeluhkan oleh banyak mahasiswa karena banyaknya kendala. Salah satunya Zbylla, mengungkapkan bahwa selama proses kuliah online berlangsung, ia tidak dapat menyerap dengan baik materi yang disampaikan oleh dosen. Gangguan koneksi internet baik mahasiswa maupun dosen seringkali menjadi hambatan saat proses perkulian online dilaksanakan. “Kurang efektif karena selama itu kita cuman dengar penjelasan materi yang dipercepat, itupun sinyal biasa gangguan jadinya materi yang diserap sangat minim,” keluhnya.
Hal senada dikeluhkan oleh Dadang, mahasiswa Fakultas Teknik ini menerangkan bahwa kesan yang ia rasakan selama mengikuti kuliah online hanya sebatas formalitas semata. Materi yang disampaikan sangat terbatas dan pemberian tugas melebihi perkuliahan seperti biasanya. “Realitas yang ada sebenarnya kuliah online kurang efektif karena pemenuhan materi dia kurang dan memang saya menganggap hanya jadi formalitas bahwa kuliah tetap berjalan,” terangnya.
Selain itu, tidak adanya mekanisme baku dari kampus sebagai patokan dalam pelaksanaan kuliah online, sehingga mekanisme masing-masing dosen berbeda. Misalnya dalam penggunan aplikasi pembelajaran yang berganti-ganti cukup menyulitkan mahasiswa mengikuti perkuliahan dengan baik. “Gunakan saja satu aplikasi sebagai alat perkuliahan supaya kita juga hemat,” ujar Zybilla.
Saat ditanyai terkait aplikasi yang menurutnya efektif, Zybilla merekomendasikan untuk menggunakan aplikasi video confrence ketimbang perpesanan.
Peralihan metode pembelajaran secara tiba-tiba ini sangat berpengaruh pada kesiapan dosen dan mahasiswa menjalankan perkuliah online. Selain itu, infrastuktur penunjang seperti koneksi internet menjadi hambatan mahasiswa yang sedang berada di kampung halaman masing-masing, terkhusus mereka yang kesulitan mendapat akses internet.
Berdasarkan survey yang dilakukan oleh Aliansi Mahasiswa UMI terkait pelaksanaan kuliah online mendapati fakta sebanyak 88,4% responden mahasiswa aktif UMI menyatakan bahwa materi yang disampaikan oleh dosen tidak kondusif dan efektif. Lebih lanjut, sebanyak 93,2% responden mengungkapkan tidak maksimalnya transfer ilmu pengetahuan saat kuliah berlangsung.
Masih menurut survey Aliansi Mahasiswa UMI, secara umum responden menuturkan beragam hambatan seperti buruknya koneksi internet, ketersediaan perangkat handpone dan laptop, banyaknya tugas, kurang jelasnya pemaparan materi dari dosen, hingga besarnya biaya yang harus dikeluarkan mahasiswa.
Mahasiswa Protes Kebijakan Subsidi Kuliah Online
Selain masalah efektivitas, keluhan terkait besarnya biaya yang harus dikeluarkan menjadi beban tambahan selama kuliah online dilaksanakan. Praktis tidak sedikit biaya yang harus dikeluarkan mahasiswa selama mengikuti kuliah online.
Terkait adanya biaya tambahan yang harus dikeluarkan mahasiswa, membikin kampus mengeluarkan kebijakan subsidi dengan pemotongan Biaya Pelaksanaan Perkuliahan (BPP) dan memberikan kuota gratis.
Ibarat gayung tak bersambut, mahasiswa justru berduyun-duyun membajiri laman sosial media milik universitas dengan komentar kekecewaan. Mahasiswa menilai besaran subsidi tidak sebanding dengan biaya tambahan yang harus dikeluarkan oleh mahasiswa.

Zulvi mahasiswa Fakultas Pertanian, justru tidak yakin dengan kebijakan subsidi dari kampus. Menurutnya tidak adanya tindak lanjut dari kampus terkait ketidak puasan mahasiswa menjadi indikatornya. “Kita butuh kejelasan subsidi karena selama ini juga tidak menggunakan fasilitas dari kampus dan juga demo online bisa didengar,” terang Zulvi.
Menyoal kebijakan subsidi dan efektivitas perkuliah online, tiga lembaga mahasiswa menyurati pimpinan universitas, menuntut pemotongan BPP sebesar 50% untuk mahasiswa.
Saifulla syahdah selaku Ketua Senat Mahasiswa Fakultas Teknik UMI menilai subsidi dari kampus tidak menjawab kebutuan mahasiswa ditengah kesulitan ekonomi dampak pandemi Covid-19. “Pandemi berdampak pada kondisi ekonomi mahasiswa. Ditambah lagi harus mengeluarkan uang untuk biaya kuota internet yang tidak sedikit jumlahnya,” jelasnya.
Lebih lanjut Ulla menambahkan bahwa jalannya perkuliah online dinilai tidak efektif dan juga mahasiswa tidak menikmati fasilitas dari kampus sehingga sah saja jika mahasiswa menuntut pemotongan BPP yang akan dibayarkan untuk semester gasal.
Sejalan dengan SEMA FT UMI, BEM Fakultas Teknlogi Industri UMI juga mengirim maklumat kepada pimpinan universitas, merespons jalannya perkuliah secara online. Tuntutan pemotongan BPP sebesar 50% juga disuarakan. Romy, ketua BEM FTI UMI menjelaskan tuntutan tersebut rasional karena biaya perkuliah semester genap ini di tanggung oleh mahasiswa sendiri.
“Tuntutan Pemotongan BPP itu didasari oleh hampir separuh pelaksanaan perkuliahan semester genap dilakukan di rumah dan biaya pelaksanannya ditanggung sepenuhnya oleh mahasiswa,” jelas Romy.
Meski begitu, gugatan dari lembaga mahasiswa tidak mendapat balasan dari pihak birokrasi kampus. Hal yang sama diterima reporter Cakrawalaide.com saat mencoba mengonfirmasi ihwal tuntutan mahasiswa.
