Penolakan Parkir Elektronik Berlanjut, 5 Juru Parkir Ditahan Aparat

Makassar, Cakrawalaide.com – Penolakan juru parkir (Jukir) terhadap program Parkir Elektronik oleh Perusahaan Daerah Perparkiran (PD Parkir) kota Makassar terus berlanjut di Jalan Boulevard, Kec. Panakukkang, Sabtu (21/3/2020).
Uji coba alat dilakukan sudah sejak 19 Maret 2020, siang hari oleh PD Parkir Makassar di Jalan Boulevard dan Jalan Pengayoman.
Sedari awal perancangan Parkir Elektronik, Jukir tak pernah diajak untuk membahas program tersebut. Padahal menurut Peraturan Daerah (Perda), status Jukir merupakan mitra kerja, bukan bawahan atau anak buah PD Parkir Makassar.
Petrus, salah satu Jukir menerangkan bahwa Parkir Elektronik yang sedang digagas oleh PD Parkir adalah program yang cacat dan tidak berpihak pada juru parkir.
“Jukir punya hak, karena pekerjaan parkir adalah pekerjaan yang dirintis, didirikan oleh jukir bukan oleh PD Parkir,” terang Petrus yang juga selaku pengurus Serikat Juru Parkir Makassar.
Lebih lanjut, Petrus menuturkan PD Parkir berdiri di atas fondasi ekonomi yang dibentuk oleh Jukir. “Maka di sini juru parkir punya hak untuk terlibat dalam forum, bersama-sama membahas program parkir elektronik,” lanjut Petrus.
Buntutnya Sabtu siang ini (21/3), saat PD Parkir bersama perusahaan pihak ketiga melakukan uji coba alat parkir elektronik mendapat penolakan dari jukir. Perdebatan antara mereka tak terelakkan, hingga berujung pada ditangkapnya lima orang jukir oleh aparat keamanan, mereka diangkut ke kantor Polrestabes Makassar.
Sebelum penangkapan terjadi, juru parkir di salah satu lahan parkir tidak terima karena tempatnya adalah area pajak parkir dan merupakan tanggung jawab Badan Pendapatan Daerah. Namun, PD Parkir tetap ngotot untuk menguji coba alat di lahan parkirnya.
Mirayati Amin selaku pendamping hukum Jukir, menegaskan terkait wewenang PD Parkir sesuai Peraturan Daerah.
“Kalau menurut Perda 17 tahun 2006, PD Parkir hanya memiliki wewenang di area tepi jalan. Untuk front toko merupakan kewenangan Badan Pendapatan Daerah,” tegas Mira sapaan akrabnya.
Terkait penangkapan 5 orang Jukir, Mira menyatakan tindakan tersebut tidak berdasar.
“Tentu kami menyayangkan kejadian ini karena pihak kepolisian bersama PD Parkir tidak memiliki alasan untuk menahan jukir, sebab tidak terjadi tindakan kekerasan dan pengrusakan. Mereka hanya menyuarakan pendapatnya,” lanjut Mira.
“Padahal semalam kami sudah melakukan mediasi dengan Direktur Operasional PD Parkir bahwa untuk sementara juru parkir hanya akan memarkirkan kendaraan di area front toko dan berhenti membayar retribusi, tapi kenyataannya hari ini PD Parkir kembali memaksakan kehendaknya,” tutup Mira.
