Terkait Parkir Elektronik, Aliansi Juru Parkir Makassar Desak DPRD Kota untuk Fasilitasi RDP

Makassar, Cakrawalaide.com – Aliansi Juru Parkir Makassar gelar unjuk rasa di Kantor DPRD Kota Makassar dan Dinas Pendapatan Daerah (Dispenda) menolak rencana sistem Parkir Elektronik pada 182 titik, yakni di Jalan Pengayoman dan Jalan Boulevar, Senin (24/2/2020).
Dalam aksinya, juru parkir (Jukir) mendesak pihak DPRD Kota Makassar komisi B agar segera memfasilitasi Rapat Dengar Pendapat (RDP) antara Aliansi Juru Parkir Makassar dan Perusahaan Daerah (PD) Parkir Makassar Raya, yang seharusnya dilaksanakan hari Senin 24 Februari 2020. Namun, RDP ditunda karena Ketua Komisi B tidak berada di tempat dan masih dalam perjalanan dari Jakarta.
“Kedatangan kami di kantor DPRD ini memiliki maksud agar pihak dari DPRD Kota Makassar segera melakukan RDP, supaya kasus ini tidak terus berlarut-larut. Kami juga menuntut pihak DPRD supaya mengambil tindakan yang tegas kepada PD Parkir yang melakukan tindakan pembodohan terhadap juru parkir di lapangan,” ujar Petrus selaku perwakilan jukir.
Massa aksi hanya ditemui oleh Wakil Ketua Komisi B, Andi Hadi Ibrahim. Pertemuan itu melahirkan kesepakatan jadwal RDP akan dilaksanakan 1-2 hari kedepan, dengan mengundang Aliansi Juru Parkir Makassar, Dispenda, dan PD Parkir.

Setelah itu, Aliansi Juru Parkir Makassar melanjutkan aksinya ke Kantor Dispenda untuk meminta klarifikasi mengenai biaya retribusi dan pajak parkir yang terlalu tinggi oleh PD Parkir.
“Tugas dari Dispenda itu ialah menarik pajak parkir bukan retribusi karena itu bukanlah kewenangan dan hak kami. Dalam pajak parkir terdapat 30 persen wajib pajak yang masuk ke dalam Dispenda,” jelas Irwan selaku Kepala Dispenda Makassar.
Perwakilan jukir memberikan penawaran kepada Dispenda untuk wajib pungut pajak. Namun tanggapan dari kepala Dispenda, hal itu bisa-bisa saja, tetapi perlu proses untuk menerapkan wajib pajak.
“Persoalanya untuk wajib pajak dan wajib pungut pajak itu perlu persyaratan-persyaratan yang harus kita penuhi karena kita juga diatur oleh peraturan dan juga instansi yang terkait seperti inspektorat,” tuturnya.
Juru parkir juga mengeluhkan adanya penarikan retribusi yang dilakukan oleh PD Parkir di titik parkir yang mencapai 400 ribu perhari.
“Kebetulan saya dari juru parkir toko Lavita dan Alaska, kami membayar ke Dispenda sebanyak 2,6 juta/bulan, tetapi kami juga membayar ke PD Parkir sebanyak 450 ribu/hari, yang saya pertanyakan apakah itu legal? Karena kalau kami tidak membayar ke PD Parkir katanya kami itu illegal,” keluh Dg.Jamal.
