Gerak IWD Sulsel Tolak Sejumlah RUU dan Dorong Perlindungan terhadap Perempuan

Makassar, Cakrawalaide.com – Penolakan terhadap Rancangan Undang-Undang (RUU) Cipta Kerja yang tercakup dalam Omnibus Law dan RUU Ketahanan Keluarga, kali ini datang dari ratusan massa aksi pada peringatan momentum Hari Perempuan Sedunia 2020 atau International Women’s Day (IWD).

Mereka yang terdiri dari mahasiswa, masyarakat sipil, dan berbagai NGO mengatasnamakan diri Aliansi Gerak IWD Sulawesi Selatan (Sulsel) sudah memadati terowongan Fly Over Makassar sejak pagi dan melakukan kampanye dengan membentangkan spanduk bertuliskan “Politik Perempuan untuk Keadilan dan Kesetaraan”, juga mengangkat poster tuntutan aksi, serta bagi-bagi selebaran kepada pengguna Jalan A.P Pettarani, Senin (9/3).

Kemudian dari Fly Over mereka long march menuju Gedung DPRD Provinsi Sulsel. Aliansi mendesak agar pemerintah dan DPR membatalkan proses legislasi Omnibus Law, karena mereka meyakini produk hukum tersebut akan merugikan rakyat, terkhusus perempuan.

“Kami meminta sikap dari DPRD Sulsel terkait dengan beberapa regulasi atau kebijakan di nasional yang sedang digodok oleh legislatif, di antaranya RUU Omnibus Law yang juga sudah sejak April 2019 menjadi fokus kami dalam melakukan penolakan. Juga ada RUU Ketahanan Keluarga di 2020 mengagetkan kita semua, dengan subtansi yang ada dalam RUU tersebut sangat mendomestikasi perempuan,” tutur Ifa dari Solidaritas Perempuan Anging Mammiri sekaligus juru bicara Gerak IWD Sulsel dalam dialog yang berlangsung di Gedung Tower lantai 9 DPRD Sulsel.

Hal ini dikuatkan dengan pandangan salah seorang perwakilan buruh perempuan, Hasniati, dari Gabungan Serikat Buruh Nusantara (GSBN). Ia memaparkan terkait kondisi buruh hari ini, terkhusus keresahan buruh perempuan yang tidak diberi cuti ketika mengalami haid ataupun saat hamil dan melahirkan.

“Kami dari buruh sangat resah dengan adanya rancangan undang-undang Omnibus Law, mungkin bukan cuma di buruh, tapi juga seluruh rakyat Indonesia resah karena di dalamnya ada beberapa hal bermasalah,” ujarnya.

Lanjut, masih menurut Hasniati, dalam draft Omnibus Law (RUU Cipta Kerja) penghapusan aturan mengenai kewajiban perusahaan memberi pesangon pada buruh ketika terjadi PHK akan berdampak buruk bagi kehidupan buruh dan keluarganya karena telah kehilangan pekerjaan sementara perlu biaya untuk melanjutkan kehidupan. Belum lagi menyangkut upah per jam, perluasan pekerjaan yang bisa dioutsourchingkan, fleksibilitas tenaga kerja menjadikan buruh tidak memiliki kepastian kerja, dan tanpa ada jaminan sosial.

Selain menolak sejumlah produk hukum yang tidak berkeadilan gender, melanggar HAM, dan diskriminatif. Gerak IWD Sulsel juga mendorong agar undang-undang yang mengakomodir kepentingan perempuan untuk segera dibahas dan disahkan. Diantaranya adalah RUU Penghapusan Kekerasan Seksual, RUU Kesetaraan dan Keadilan Gender, serta peraturan daerah (Perda) yang melindungi hak-hak perempuan.

Regulasi tersebut didorong karena melihat masih maraknya kasus kekerasan seksual terhadap perempuan yang tidak terselesaikan (menggantung). Kondisi perempuan masih jauh dari kata aman, tak terkecuali di lingkup perguruan tinggi.

Nurfianalisa selaku Jendlap Gerak IWD Sulsel mengungkapkan bahwa sejak 2013 hingga awal 2020, aliansi mencatat ada sebanyak 538 perempuan di Sulsel yang mengalami berbagai macam bentuk kekerasan. Diantaranya, 16 kasus KDRT, 15 kekerasan seksual, dan 407 kasus kekerasan terhadap perempuan akibat konflik agraria yang berkepanjangan.

Sedangkan menurut Catahu Komisi Nasional Anti Kekerasan terhadap Perempuan (Komnas Perempuan) 2020, selama 12 tahun terakhir, jumlah laporan kasus kekerasan terhadap perempuan terus meningkat hingga delapan kali lipat sebagaimana dilansir dari kompas.id .

“Kami mendorong agar segera membuat dan membahas peraturan daerah (Perda) yang melindungi, menghormati dan memenuhi hak perempuan buruh migran di Sulawesi Selatan, serta wujudkan reforma agraria sejati yang adil gender sebagai solusi konflik agraria yang struktural, kronis dan berdampak luas,” tutup Nurfianalisa.
