Kronologis April Makassar Berdarah (AMARAH) 1996
Cakrawalaide.com – Berawal dari keluarnya kebijakan pemerintah tentang kenaikan tarif angkutan umum dengan keluarnya SK MENHUB pada 3 April 1996. Kemudian ditindaklanjuti oleh SK Walikota Makassar (Dulu Ujung Pandang) No.900 tentang penyesuaian tarif angkutan kota, dari Rp 300 menjadi Rp 500 untuk penumpang umum, bagi mahasiswa dan pelajar Rp 200. Karena dianggap terlalu tinggi bagi masyarakat maka diadakanlah konsolidasi membahas masalah itu. Dibuatlah Forum Pemuda Indonesia Merdeka (FPIM). Berujung pada aksi demonstrasi besar-besaran.
Senin, 8 April 1996
FPIM menggelar mimbar bebas di kampus UMI, diikuti sekitar 200 mahasiswa. Dilanjutkan dengan aksi ke DPRD Tingkat I Sulsel, mengajukan MoU mengenai pencabutan SK Gubernur No.93/1996 dan SK Walikota No.900/1996 tentang Kenaikan Tarif Angkutan Umum.
Senin, 22 April 1996
FPIM kembali menggelar mimbar bebas di kampus UMI, diikuti sekitar 500 mahasiswa. Kemudian dilanjutkan ke Kantor Gubernur untuk mengadakan dialog agar dicabutnya dua SK tersebut. Sebelum mahasiswa diterima oleh Wagub, terjadi insiden kecil antara dan pegawai gubernuran. FPIM diwakili 8 orang, akan tetapi kembali belum menemui hasil karena tak ada keputusan dan kejelasan dari pihak Pemda dan unsur terkait.
Sementara dialog berlangsung di kantor Gubernur, mahasiswa UMI melakukan aksi demonstrasi dengan membakar ban di depan kampus, Jl.Urip Sumoharjo. Macet tak terhindarkan, berlangsung selama 3 jam. Aparat keamanan datang untuk menormalkan arus lalu lintas tanpa terjadi insiden.
Selasa 23 April 1996
Tengah hari mahasiswa UMI menggelar aksi di depan kampus dengan menahan DAMRI yang dipalang melintang di Jl.Urip Sumoharjo sehingga terjadi kemacetan lalu lintas. Hal ini diakibatkan mahasiswa tidak menerima sewa angkot yang tidak wajar. Misalnya dari depan kantor DPRD Tk I ke kampus UMI yang berjarak sekitar 500 meter harus membayar Rp 500. Kedua aki DAMRI dikeluarkan dan keempat bannya dikempeskan. Situasi ini memacetkan total arus lalu lintas di Jl.Urip Sumoharjo.
Kemacetan lalu lintas, mengundang aparat keamanan dari kepolisian datang untuk menangani. Dalam situasi memanas, 1 truk mobil anti huru-hara muncul, tapi suasana dapat diatasi. Dandim, Letkol Art. Sabar Yudo dan Kapoltabes, Kolonel Andi Hasanuddin coba bangun dialog dengan beberapa tokoh mahasiswa. Sementara dialog,datang 1 truk aparat keamanan dari Garnisum yang membuat pagar betis di belakang pagar betis kepolisian. Sehingga mahasiswa mundur, lalu melempari mobil DAMRI. Ada mahasiswa berusaha meredam dan akhirnya suasana terkendali. Dialog kembali dilangsungkan, tapi keadaan semakin memanas. Dandim bersedia mengantar mahasiwa ke DPRD, tetapi mahasiswa merasa bosan dan tidak lagi mempercayai DPR. Dialog antra mahasiswa dan Dandim tidak menghasilkan kesepakatan. Sehingga kondisi ini dimanfaatkan pihak luar dengan melempari DAMRI.
Menjelang sore hari, buntunya dialog tersebut menyebabkan aparat keamanan menyerbu masuk ke dalam kampus mengejar mahasiswa. Pengejaran dilakukan dengan pemukulan dan penembakan gas air mata. Tragisnya aparat memukuli dan menampari mahasiswi yang sedang duduk di depan Fakultas Ekonomi. Ternyata bukan hanya itu, aparat juga merusak 100 kendaraan roda dua, 1 mobil, dan memecahkan kaca gedung Fakultas Ekonomi, Pertanian, dan memasuki laboratorium Mekanika Teknik. Lalu memukuli mahasiswa dengan pentungan dan rotan. Bentrokan fisik ini terus berkembang secara sporadis selama satu jam, menyebabkan mahasiswa terdesak ke belakang. Tidak kurang dari 20 mahasiswa ditangkap, digiring keluar dari lingkungan kampus. Sebelum diangkut, mereka terlebih dahulu dipukuli dan ditendang sehingga seorang mahasiswa pingsan dan lainnya luka-luka.
Melihat kejadian yang tak terkendali, Kasdam VII Wirabuana Brigjen, Fachrul Rozi coba menghentikan bentrokan fisik melalui mikropon dengan menenangkan mahasiswa dan menginstruksikan aparat keamanan untuk mundur dari lingkungan kampus, kemudian mengajak mahasiswa dialog.
Kasdam VII Wirabuana dan Dandim lewat pengeras suara mobil pemadam kebakaran memberi nasihat kepada mahasiswa dan mendengarkan tuntutan mahasiswa, yakni antara lain menuntut aparat mengganti kerusakan materil dan fisik, membebaskan mahasiwa tanpa syarat sampai pukul 19.00 Wita.
Rabu, 24 April 1996
Mahasiswa UMI kembali aksi di depan kampus di Jl. Urip Sumoharjo depan kampus sejak 10.00 Wita. Sebuah mobil pengangkut sampah menjadi sasaran mahasiswa. Truk itu dijadikan palang dan membalikkannya. Aksi ini dipicu rasa kekecewaan mahasiswa atas ulah aparat keamanan yang masuk ke kampus, menganiaya dan menangkap mahasiswa, merusak gedung perkuliahan, dan sejumlah kendaraan. Kemacetan lalu lintas masih dapat dilalui oleh beberapa kendaraan roda dua dan becak. Tiga Anggota ABRI yang kebetulan lewat, dilempari dan dipukuli oleh mahasiswa. Ketiganya akhirnya dapat meloloskan diri dari amukan massa.
Kemudian menjelang zuhur, aparat keamanan dari Kesatuan Kavaleri tiba di pintu kampus, lengkap dengan persenjataan dan tiga panser. Kedatangan aparat membuat suasana memanas. Untuk dapat mengangkat truk yang sudah dibalikkan mahasiswa,aparat menyerang mahasiswa masuk ke dalam kampus dengan panser. Mahasiswa mencoba menahan agar aparat keamanan tidak masuk lebih ke dalam dan terjadi ketegangan. Dalam suasana memanas, seseorang melempar bambu ke arah aparat. Hal tersebut menyebabkan aparat keamanan menyerang mahasiswa lebih ke dalam lagi dengan menembakkan gas air mata. Beberapa saat kemudian mereka mundur karena truk yang terpalang di depan kampus UMI sudah berhasil diangkat.
Melihat kondisi yang tak terkendali, ba’da zuhur seluruh Lembaga Fakultas se-UMI mengadakan rapat di Auditorium. Setelah selesai, beberapa wakil dari pengurus lembaga dan Pembantu Rektor III berdialog dengan aparat keamanan yang diwakili Komandan pasukan. Hasil dialog itu, aparat kemudian mundur ke depan kampus UMI dan memperbolehkan mahasiswa untuk pulang.
Ternyata aparat keamanan mundur, tetapi masih berada sekitar radius 3 meter dari pintu dua (keluar). Beberapa mahasiswa yang hendak pulang melewati pintu gerbang dihadang dan dipukuli oleh aparat keamanan lalu dipukuli, sehingga mahasiswa kembali masuk kampus. Aksi aparat tidak hanya sampai situ saja, tetapi kemudian kembali mengejar mahasiswa dengan dua panser melalui pintu dua, bahkan menembakan gas air mata hingga halaman masjid. Jama’ah salat ashar lari dan berhamburan karena tidak tahan efek pedis dari gas air mata tersebut. Mahasiswa yang berada di pintu satu mencoba menghadang dengan lemparan batu hingga aparat keamanan mundur. Mereka memang mundur, tapi tidak meninggalkan lingkungan kampus. Kemudian bantuan anti huru-hara dan satu panser datang, masuk lewat pintu satu membakup satuan kavaleri. Datangnya bala bantuan itu, membuat aparat keamanan semakin beringas.
Aparat keamanan maju dengan letusan senjata dan tembakan gas air mata. Mahasiswa terdesak dan menyelamatkan diri masing-masing. Puluhan mahasiswa menyelamatkan diri masuk ke gedung Fakultas Teknik, Ekonomi, Pertanian, dan Perikanan. Ratusan mahasiswa juga menuju ke tepi Sungai Pampang. Aparat terus mengejari mereka, mahasiswa yang didapati di tepi sungai dipukuli dan ditendang, lalu didorong ke sungai. Beberapa mahasiswa menyelamatkan diri dengan terpaksa terjun ke sungai. Ternyata kondisi sungai tidak menguntungkan mahasiswa, karena pada tepi sungai terdapat lumpur sedalam 1 meter, sedangkan kedalaman air 4 meter, dan arus cukup deras.
Mahasiswa yang berlindung di gedung-gedung Fakultas ditangkapi, ditelanjangi, dipukuli dan ditendang sebelum diangkut. Masyarakat yang menyaksikan kejadian nahas itu tidak tega, lalu masyrakat mencoba menghentikan tindakan aparat, tapi mereka malah ikut dipukuli dan ditangkapi.
Menjelang magrib, aparat keamanan meninggalkan lingkungan kampus UMI dan berjaga-jaga di depan. Kemudian
masyarakat datang memberitahu mahasiswa bahwa ada beberapa yang terjun ke sungai dan belum muncul. Masyarakat dan mahasiswa berusaha mencari. Seorang mahasiswa ditemukan sekarat pada pukul 18.15 Wita, lalu segera dilarikan ke Rumah Sakit (RS) 45, identitasnya tidak diketahui karena tanda pengenal hilang. Seorang lagi ditemukan dalam keadaan tidak bernyawa dengan posisi kepala sampai pinggul terbenam di lumpur. Korban bernama Syaiful Bya (21), mahasiswa Fak.Teknik Arsitektur UMI angkatan 94. Kemudian korban langsung dibawa ke rumah duka.
Hari sudah gelap, aparat keamanan mengumumkan deadline kepada mahasiswa agar mengosongkan kampus sampai 19.00 Wita. Setelah itu mahasiswa bergerak meninggalkan kampus UMI melalui pintu dua. Saat mereka keluar, aparat keamanan yang ada di gerbang meneror dengan kata-kata kasar bahkan melempari mahasiswa batu. Praktis kampus telah dikuasai 100% oleh aparat keamanan dan mereka bermalam di kampus.
Kamis, 25 April 1996
Masih pagi, jalan Urip Sumoharjo depan kampus UMI telah diblokir oleh aparat keamanan. Mahasiswa yang ingin masuk kampus dilarang. Walau demikian, mahasiswa tetap berusaha masuk dengan segala cara karena diyakini masih ada beberapa mayat yang tenggelam.
Sekitar 100-an mahasiswa bersama masyarakat yang bermukim di belakang kampus UMI (Pampang) mengadakan pencarian korban dengan menyelam sejak pagi 08.00 Wita. Tak berselang lama, berhasil ditemukan mayat. Korban itu bernama Andi Sultan Iskandar (22), mahasiswa Fakultas Ekonomi/Akuntansi UMI angkatan 94. Sekujur tubuhnya penuh luka.
Mayat tersebut disemayamkan di RS. 45, kemudian diantar dengan ambulans dengan kecepatan lambat diikuti ratusan mahasiswa yang berjalan kaki. Sebelum tiba di rumah duka, korban tersebut diantar ke kantor Harian Fajar, dengan maksud mengkanter berita bahwa korban dianggap tidak ada hubungannya dengan aksi demonstrasi. Mahasiswa memperlihatkan luka pada sekujur korban. Mahasiswa yang berjalan kaki tidak mampu lagi membendung emosi, sehingga pada saat melintasi kantor Gubernur melakukan pembakaran tiga kendaraan bermotor dari aparat keamanan dan menggulingkan tiga tiang listrik.
Memasuki tengah hari, masyarakat kembali menemukan korban lagi, atas nama Muh.Tasrief (21) dengan luka pada bagian muka dan badannya, mahasiswa Fak. Ekonomi/Studi Pembangunan UMI angakatan 94. Korban disemayamkan di RS. 45 dan kemudian diantar ke rumah duka.
Jumat, 26 April 1996
Militer tetap menguasai kampus UMI, praktis mahasiswa tidak bisa masuk kampus dan tidak ada aktivitas perkuliahan.
Identifikasi Korban
Para syuhada yang gugur akibat kebiadaban militer dalam membungkam perjuangan mahasiswa menentang tarif angkutan yang mencekik rakyat.
Meninggal dunia ada 3 orang, yakni:
1. Syaiful Bya, umur 21 thn, mahasiswa Fakultas Teknik Arsitektur UMI, angkatan 94. Alamat BTN Paropo Blok D 10/9 Makassar. Korban ditenggelamkan di Sungai Pampang setelah sebelumnya dianiaya oleh militer. Ditemukan pada hari Rabu, 24 April 1996, pukul 18.15 Wita dengan luka memar di bagian dada dan belakang seperti bekas pukulan benda tumpul. Jenazah almarhum dibawa ke Gorontalo, Sulawesi Utara pada Kamis, 25 April 1996 dan dikebumikan;
2. Andi Sultan Iskandar, umur 22 thn, mahasiswa Fakultas Ekonomi/Akuntansi, angkatan 94. Alamat Jl.Sukaria I No.77 Makassar. Jenazahnya ditemukan tenggelam di Sungai Pampang pada hari Kamis 25 April 1996, pukul 09.00 Wita, dengan luka pada bagian dada kiri, bekas tusukan benda tajam, wajah, jidad, dan kepala. Punggung memar dan bengkak bekas pukulan benda keras. Dikuburkan di pekuburan Dadi Makassar, Jumat, 26 April;
3.Tasrief, umur 21 thn, mahasiswa Fakultas Ekonomi/Studi Pembangunan UMI angkatan 94. Alamat Jl. Tidung VIII/Stp dan VII/No. 55 (Perumnas Makassar). Dianiaya oleh militer dengan benda keras dan dibunuh kemudian ditenggelamkan di Sungai Pampang. Mayatnya ditemukan pada Kamis, 25 April 1996, pukul 14.00 Wita, dengan luka bekas tusukan benda tajam di leher, wajah dan tubuhnya terdapat memar dan bengkak bekas pukulan. Hidung, mulut, dan telinga mengeluarkan darah. Jenazah beliau dikebumikan di pekuburan Panaikang Makassar pada Jumat 26 April 1996.
Korban luka-luka akibat keberingasan aparat, terdata ada sejumlah 29 orang:
1. Supriadi Temabak, Fakultas Pertanian/Agronomi, angkatan 92. Lutut kiri luka dalam akibat pukulan popor senjata, mengakibatkan ngilu apabila berjalan. Pada punggung memar akibat pukulan rotan. Korban sempat melarikan diri dan dirawat di kos oleh suster Hermin;
2. Zulkifli Bua Mona, Teknik/Mesin, 93. Mata kanan bengkak dan memar akibat pukulan rotan mengakibatkan penglihatan terganggu. Korban dirawat di RS. Labuan Baji;
3. Syarif, Ekonomi/Studi Pembangunan, 93. Punggung biru memar, kepala benjol, tangan dan muka bengkak memar. Paling parah kepala bagian belakang (Tengkuk) akibat pukulan rotan dan sepatu laras, menyebabkan tidak bisa bangun, jika bergerak akan muntah. Korban dirawat lima hari di RS Islam Faisal;
4. Akhmad Yani, Ekonomi/Studi Pembangunan, 91. Bagian kepala robek dan sekitar kepala berlumuran darah akibat pukulan pentungan. Korban dirawat di RS. Pelamonia;
5. Abd. Kadir, Ekonomi/Manajemen, 93. Mengalami luka di bagian telinga, bibir pecah, dan hidung bengkak akibat pukulan pentungan. Korban dirawat di RS.Pelamonia;
6. Syamsuddin, Ekonomi/Studi Pembangunan, 92. Dagu robek dan mendapat tujuh jahitan, luka di kening, dada bagian kiri memar akibat popor senjata dan pentungan. Korban dirawat di RS. Faisal;
7. M. Awot P, Ekonomi/ Studi Pembangunan, 92. Luka di dada akibat pukulan pentungan dan tendangan. Korban dirawat di RS. Pelamonia;
8. Fachrul. B Tarang, Pertanian/Sosek, 89. Kepala robek bagian kiri mendapat 3 jahitan, punggung memar. Korban dirawat di rumah sendiri;
9. Lukman, Pertanian/Agronomi, 93. Badan memar akibat pukulan pentungan. Dirawat di rumah sendiri;
10. Kaso. Gunawan, Pertanian/Agronomi, 93. Badan memar akibat pukulan pentungan. Korban dirawat di rumah sendiri;
11. Awaluddin, Pertanian/Agronomi, 93. Badan memar akibat pukulan pentungan. Korban dirawat di rumah sendiri;
12. Nasir, Pertanian/Agronomi, 93. Badan memar akibat pukulan pentungan. Korban dirawat di rumah sendiri;
13. Abd.Hasbi, Ekonomi, 94. Badan memar akibat pentungan. Korban dirawat di rumah sendiri;
14. Arsil, Hukum, 94. Pelipis dan kepala robek, punggung memar akibat pukulan pentungan. Korban dirawat di rumah sendiri;
15. Mahdani, Teknik/Mesin. Luka pada bagian kaki, memar akibat pukulan popor senapan. Korban dirawat di RS.Faisal;
16. Jawade, Ekonomi. Bibir robek akibat pukulan popor senapan. Korban dirawat di RSU. Wahidin;
17. Than Syarifuddin, petugas kebersihan UMI. Kepala robek akibat pukulan pentungan dan dirawat di RS.45;
18. Hasrul AR, Ekonomi. Hidung patah dipukul pentungan. Korban dirawat di rumah sendiri;
19. Adnan, Ekonomi. Tangan kanan bengkak akibat diinjak laras, kepala benjol, dan pelipis robek. Korban dirawat di rumah sendiri;
20. Bahtiar, Ekonomi/Studi Pembangunan. Bagian kening benjol, bibir pecah, kedua lengan luka robek, punggung memar, dan kaki kiri bengkak. Korban dirawat di rumah sendiri;
21. Ahmad Iriawan, FTI, 91. Lengan robek, kaki kanan memar akibat pukulan pentungan;
22. Abu Hasan, Teknik/Mesin, 93. Kepala bengkak, lengan kanan dan dada memar akibat pukulan pentungan dan tendangan. Korban dirawat di rumah sendiri;
23. Erwin, Teknik/Elektro, 93. Jari tangan bengkak dan memar akibat pukulan pentungan. Dirawat di rumah sendiri;
24. Agung Nawawi, Ekonomi/Akuntansi, 93. Punggung bengkak memar, kepala digunduli. Korban dirawat di RS. Pelamonia;
25. Ramli Wahid, Teknik/Mesin, 94. Luka di muka dan tubuh memar akibat pukulan pentungan;
26. Andi Kaimudin, FTI, 93. Lengan memar akibat pukulan pentungan. Dirawat di rumah sendiri;
27. Rahmat, Ekonomi. Bibir robek, kepala bocor, punggung memar, tulang ibu jari kanan retak. Korban sempat pingsan karena mendapat siksaan;
28. Wahid, Ekonomi/Manajemen, 94. Luka bibir robek, kepala bocor, punggung memar;
29. Syarief Badarudin, Ekonomi/Manajemen, 93. Kedua tangan retak, punggung memar akibat pukulan rotan, pada bagian kepala mendapat benturan benda tumpul dengan sangat keras sehingga menyebabkan geger otak.
