Berfokus pada seorang pemuda bernama Piko, sebagai mahasiswa seni rupa di suatu perguruan tinggi yang tiba-tiba mendapatkan satu tantangan besar dalam hidupnya.
Piko mempunyai kehidupan yang malang, ibu meninggal dunia dan ayahnya dipenjara karena kasus pembobolan bank, untuk menutupi kebutuhan sehari-harinya dan tekad untuk membebaskan ayahnya dari penjara sangatlah besar, Piko terpaksa melakukan pemalsuan terhadap lukisan karya tokoh-tokoh terkenal. Tiba-tiba saja, piko mendapatkan tawaran besar untuk mencuri sebuah lukisan karya maestro terkenal Raden Saleh.
Yakin bahwa aksi yang dia lakukan sangatlah sulit, dan lukisan nya berada di dalam istana negara, Piko menyadari aksi yang dia lakukan sangatlah mustahil, tapi setelah melalui tahapan-tahapan perencanaan, Piko pun memutuskan untuk menerima misi tersebut.
Mustahil bahwa aksi yang ia lakukan bisa tercapai jika seorang diri, Piko pun membentuk sebuah tim, Piko pemalsu (The Forger), Ucup peretas (The Hacker), Fella perunding (The Negotiator), Tuktuk supir (The Driver), Gofar tukang (The Handyman).
Tanpa disadari bahwa film Mencuri Raden Saleh ini mengungkap kehidupan orang yang berkuasa melakukan penyelewengan dengan kekuasaan tersebut. Di lihat bagaimana permadi sebagai mantan presiden dalam cerita Mencuri Raden Saleh ini, berusaha untuk memanipulasi agar Piko melakukan keinginan permadi.
Permadi mengancam Piko, agar ayah Piko lebih sengsara di dalam penjara jika tidak melakukan keinginannya.
Perlakuan Permadi terhadap Piko dan keluarganya termasuk sifat manipulatif, salah satu ahli bahasa Noam Chomsky mengungkapkan, Prinsip sifat manusia, dalam aspek-aspek psikologisnya, tidak lebih dari produk sejarah dan hubungan sosial yang diberikan untuk menyingkirkan semua hambatan terhadap pemaksaan dan manipulasi oleh yang berkuasa.
Dengan kutipan tersebut kita bisa menegaskan bahwa bagaimana Piko, Tim, dan Ayahnya nya yang hidup dalam ketakutan akibat perbuatan dari Permadi.
Praktik penyalahgunaan kekuasaan juga biasa dikenal dengan istilah power abuse. Wewenang yang diberikan sebagai sarana untuk melaksanakan tugas, dipandang sebagai kekuasaan pribadi, karena itu dapat dipakai untuk kepentingan individu. Akibatnya, pejabat yang menduduki posisi penting dalam sebuah lembaga negara merasa mempunyai hak untuk menggunakan wewenang yang diperuntukkan baginya secara bebas. Makin tinggi jabatannya, makin besar kewenangannya.
Tidak usah memilah kasus yang jauh, contohnya dalam lingkungan sekitar kita, masi maraknya kasus bullying, dan cenderung dilakukan oleh orang yang merasa memiliki kuasa yang tinggi.
Film ini mengantarkan kita untuk berpikir lebih jauh bagaimana intimidasi yang dilakukan oleh orang-orang yang memiliki jabatan dan relasi kuasa dalam lingkup pemerintahan maupun berbagai aspek.
